City of Munford – Board of Mayor and Aldermen – Regular monthly meeting – Municipal building – Monday, December 23, 2002, 7:00 p.m.

Present: Mayor Dwayne Cole; Aldermen Sue Arthur, Bill Lloyd, Jack Foraker, Terry Colin

Absent: Aldermen Ray Deneka and Johnny Crigger

Mayor Cole called the meeting to order and gave the invocation. We said the pledge to the flag and the minutes of November 25, 2002 were approved as distributed. Mayor Cole gave his monthly report. It is attached to these minutes.

NEW BUSINESS

Beer Board meeting – The city has received an application for an on premises beer permit by owners of Clementina’s Italian Kitchen. Mayor Cole called a meeting of the Beer Board for Monday, January 27, 2003 at 6:45 p.m. in the Board Room.

Ordinance _______________ An ordinance to amend the zoning map of the City of Munford, Tennessee to rezone property belonging to Harold and Sherry Lumpkin, located at 499 Munford Avenue from R-1 (Low-Density Residential) to C-2 (General Commercial). First reading. There was a motion by Alderman Foraker to adopt this ordinance on the first reading. The motion failed for the lack of a second.

Public Works - Water system improvements - Mayor Cole discussed with the Board the following items concerning water system improvements: (1) A 300,000 gallon elevated water storage tank and a site for the tank; (2) The need for a new well; (3) Funding for the project. He stated that the water storage tank being considered is pedestal style and would be a landmark for the city. A site has been located on Highway 51 North adjoining the property of Betty Billings. The new well would be dug on the Adkins property where the present water plant is located. Mayor Cole stated that the entire project would cost around 1.3 million dollars. He is hoping the city will receive a 20 percent grant from Rural Development.

There was a motion by Alderman Colin, seconded by Alderman Foraker to give Mayor Cole complete authority to proceed with grant applications for the water system improvements. Motion carried.

Public Safety – Police - Alderman Foraker brought before the Board the possibility of a police sergeant from the Munford Police Department attending the National FBI Academy in Quantico, Virginia. Alderman Foraker would like this to happen within the next two years or so. The training lasts for 16 weeks and transportation would have to be provided by the department.

General Welfare - Alderman Foraker will set time and place for the committee to meet and discuss midyear financial status.

Parks & Recreation – None.

Financial report - There was a motion by Alderman Foraker, seconded by Alderman Arthur to approve the financial report as distributed. (See attached.) Motion carried.

Checks over $10,000.00 – There was a motion by Alderman Foraker, seconded by Alderman Lloyd to approve checks over $10,000.00. (See attached.) Motion carried.

Motion by Alderman Foraker to adjourn at 7:40 p.m.
