City of Munford – Board of Mayor and Aldermen – Regular monthly meeting – Municipal building
– Monday, July 22, 2002, 7:00 p.m.

Present: Mayor Dwayne Cole; Aldermen Sue Arthur, Bill Lloyd, Jack Foraker, Johnny
Crigger, Terry Colin

Absent: Alderman Ray Deneka

The July 22, 2002 meeting was called to order by Mayor Cole. The minutes of June 24,
2002 regular meeting and minutes of July 9, 2002 Beer Board meeting were approved as
stated. Alderman Foraker gave the invocation and we said the pledge to the flag. Mayor
Cole recognized Sloan Regen. He is working on a badge toward becoming an Eagle
Scout.

During the public forum Mr. Robert Paine, who lives at 230 West Buford Road, spoke
concerning weeds and abandoned farm equipment on the lot next to his property. He
stated that the weeds had not been cut in about five years. Code Enforcement Officer,
Mr. O. P. Timbs will look into the matter.

Mr. Gary Fodor was concerned about traffic flow on McLaughlin Drive at Highway 51
where the new Super D Drugstore is being built. City Manager Neal Hunter stated that
traffic flow was a concern of the Planning Commission. He thinks there is an eighty foot
right of way and this should be sufficient for five lanes of traffic.

OLD BUSINESS and Monthly Departmental Reports

Public Works – Building project at water plant - There was a motion by Alderman
Crigger, seconded by Alderman Foraker to tear down the old shop building at the water
plant and proceed to build a gas service building on this site. The cost is not to exceed
$150,000.00. Motion carried.

Sewer Step System Update – Public Works Superintendent Mr. Lynn Hughey reported
that out of 244 sewer connections, four have not been connected to electricity; 93 have
not been inspected. Mr. Hughey said that only ten percent of the work has been
completely finished. City Manager Neal Hunter recommended withholding payments
from the contractor until the contractor catches up with their work. The Board agreed
with Mr. Hunter.

NEW BUSINESS

Ordinance _______________ An ordinance to adopt the 2002-2003 Budget for the
General Fund and Drug Fund with projected revenues of $1,666,946.00 and projected
expenditures being $1,817,793.00; State Street Aid Fund projected revenues of
$125,939.00 and projected expenditures $125,939.00 - There was a motion by Alderman
Foraker, seconded by Alderman Colin to adopt Ordinance _______________ on the first
reading. Motion carried.

Ordinance _______________ An ordinance to adopt the 2002 Property Tax Rate of fifty
one cents ($0.51) - There was a motion by Alderman Foraker, seconded by Alderman
Arthur to adopt 2002 Property Tax Ordinance _______________ on the first reading.
Motion carried.

Resolution 2002-07-01 – A resolution for the designation of surplus revenues of
$170,000.00 over expenses for fiscal year 2001-2002 - There was a motion by Alderman
Colin, seconded by Alderman Lloyd to adopt Resolution 2002-07-01 designating
$170,000.00 for capital expenditures in the General Fund 2002-2003 Budget on the first
and final reading. Motion carried.

Public Safety – Police & Fire - Alderman Foraker reported: (1) Patrolman Mark
Daugherty has returned to work at MPD after serving six months of active duty with the
Tennessee Air National Guard. We are proud to have him back with us. (2) On July 15,
2002, Police Chief Jim Harger and Atoka Police Chief Jessie Poole received plaques
from the National Child Safety Council. (See newspaper clipping attached.) (3) Also,
earlier this month, Tipton Cares in Atoka honored the Police Departments and the Fire
Departments with a window display. The display consisted of different uniforms of
officers and departments. (4) Fire Chief Jay Bonson has requested a meeting with the
Public Safety Committee. Alderman Foraker will be the coordinator.

General Welfare - A called meeting of the Board of Mayor and Aldermen will be held on
Tuesday, August 6, 2002 at 7:00 p.m. The purpose is to complete the Beer Ordinance;
work on a yard sale ordinance; and possibly amend the Weed Ordinance.

Beer Ordinance - Mayor Cole called a public hearing for Monday, August 26,2002 at
7:00 p.m. for public input on an ordinance to amend Title Eight, Chapter Two of the
Munford Municipal Code, relative to beer permits.

Parks & Recreation – Mayor Cole requested the parks and recreation committee present
an ordinance concerning establishing a code of conduct for participants and spectators
using City of Munford recreational facilities or services. If possible, he would like to
have it for the August 26, 2002 meeting.

Financial report - There was a motion by Alderman Foraker, seconded by Alderman
Crigger to accept financial report. (See attached.) Motion carried.

Checks over $10,000.00 - There was a motion by Alderman Colin, seconded by
Alderman Foraker to approve checks over $10,000.00. (See attached.) Motion carried.

Motion by Alderman Foraker to adjourn at 7:40 p.m.
