City of Munford – Board of Mayor and Aldermen – Regular monthly meeting –
Municipal building – Monday, June 24, 2002, 7:00 p.m.

Present: Mayor Dwayne Cole; Aldermen Ray Deneka, Sue Arthur, Bill Lloyd, Jack
Foraker, Johnny Crigger, Terry Colin

Mayor Cole welcomed Community Television (Millington Cable Channel 11) to our
monthly meeting. They will video tonight’s meeting and broadcast it Tuesday night, June
25 at 7:00 p.m.

Mayor Cole called the June 24, 2002 meeting to order. Rev. Jim Laymon, pastor at First
Assembly of God Church on Beaver Road read a portion of scripture from I Timothy,
Chapter 2: "Pray much for others; plead for God’s mercy upon them; give thanks for all
he is going to do for them. Pray in this way for kings and all others who are in authority
over us, or are in places of high responsibility, so that we can live in peace and quietness,
spending our time in godly living and thinking much about the Lord." He briefly spoke to
the aldermen and thanked them for serving the city in this capacity. Rev. Laymon said a
prayer of blessing over our leaders and city. We said the pledge to the flag. May 20, 2002
and May 30, 2002 minutes were approved as stated.

Mayor Cole opened the floor for the public forum. Mr. Paul Paschall spoke concerning
carport sales. He stated that one family in his neighborhood in the Highlands Subdivision
was making a business of having carport sales. The general welfare committee will look
into the carport sale issue. Mr. Paschall also requested the city possibly place a sign on
the street to reduce speed when people are mowing grass at the edge of the road.

OLD BUSINESS and monthly departmental reports –

ORDINANCE 2002-06-01 An ordinance to amend the 2001-2002 Budget for the
General Fund. There was a motion by Alderman Crigger, seconded by Alderman Colin
to adopt Ordinance 2002-06-02 on the second and final reading.

Tabled motion regarding "nonconforming use" of property located on Campground Road
- Mayor Cole informed the Board that Mr. David Boswell withdrew his rezoning request.
(See letter attached.)

Public Works - Public Works Superintendent, Lynn Hughey gave a progress report on the
Sewer Step System Project. He stated that 168 services are in operation; of these, 44
have not been inspected; the contractor has two crews working on cleanup; all tanks have
been set and all lines have been run; there are 22 in which nothing has been done on the
electrical.

NEW BUSINESS

Mayor Cole reminded everyone of the Celebrate Munford July 4, 2002 Independence Day
Celebration with the U. S. Navy Band and fireworks. This will be in the "City Park" on
College Street at 8:00 p.m., Thursday, July 4th.

Resolution 2002-06-02 – A resolution to continue the 2001-2002 Budget for the General
Fund, Drug Fund and State Street Aid Fund until the 2002-2003 Budgets are approved on
the second and final reading. There was a motion by Alderman Colin, seconded by
Alderman Foraker to adopt Resolution 2002-06-02 on the first and final reading. Motion
carried.

Beer Board - Mayor Cole called a Beer Board meeting for Tuesday, July 9, 2002 at 6:00
p.m. in the municipal building. The purpose is to consider an application for an off
premises beer permit to Jamil Alabdi. The name of the business is Bull Market and it is
located at 1758 Tipton Road.

Beer Ordinance - No discussion.

Public Works - Alderman Crigger gave a report of the public works committee meeting
for June 13, 2002. (See report attached.) Alderman Crigger reported that all the public
works employees have recently completed gas operator qualification studies as required
by the State of Tennessee. Mr. Marvin Thomas completed classes in "Gas Leak
Detection" and "Gas Line Location". Mr. Mark Walker received his license for
Wastewater Treatment Operator.

Public Safety – Police – None.

Public Safety – Fire – Fire Chief Jay Bonson presented ribbons to three firefighters.
Scottie McDivitt and Jeremy Herring have completed Basic EMT school and have
received their certification through the State of Tennessee and nationally. Barry Gillespie
has completed the State of Tennessee First Responder Course.

General Welfare – Mayor Cole requested the committee make a recommendation to the
Board updating Chapter 13-104 Weed Ordinance of the Munford Municipal Code.

General Welfare Salaries and Benefits report - Alderman Foraker reported on the June 6,
2002 meeting. A five percent across the board salary increase for all city employees was
discussed. All recommendations to the Board were postponed until we get directions
from the State of Tennessee.

Parks & Recreation – None.

Financial report – There was a motion by Alderman Foraker, seconded by Alderman
Arthur to approve financial report. Motion carried. (Attached.)

Checks over $10,000.00 - There was a motion by Alderman Foraker, seconded by
Alderman Lloyd to approve checks over $10,000.00. Motion carried. (Attached.)

There was a motion by Alderman Foraker to adjourn at 7:40 p.m.
