City of Munford - Board of Mayor and Aldermen Public hearing and regular,
rescheduled monthly meeting Municipal building Monday, May 20,2002, 7:00 p.m.
Present: Mayor Dwayne Cole; Aldermen Sue Arthur, Bill Lloyd, Jack Foraker, Johnny
Crigger, Terry Colin
Absent: Alderman Ray Deneka

Mayor Cole called the public hearing to order. It was called for the purpose of public
input on two items.
The first item was to amend the Regional Zoning Map to rezone approximately 0.76 acres
located at 4171 Campground Road from present zoning classification of FAR (Forestry,
Agriculture, and Residential) to C (Commercial). Mayor Cole opened the floor for
comments and discussion.
Mr. George Shipp, 4336 Campground spoke against the rezoning. Jackie Boswell,
owner, gave a brief synopsis of why the rezoning request was made. She and her husband
David, as well as the person at the bank who handled the transaction, were under the
impression that the shop property was commercial. The previous owner had used it as a
commercial building. Mr. Jim Brown wanted to know what the long range plans were for
this property. Kraig Betts questioned, "Where do you stop and start rezoning?" Penny
Belk spoke in favor of the rezoning. Don Brimmer does not want the area to change.
Sherrell Padell was in favor. Terese Brimmer had pictures of the property. Karen Brown
was concerned if this would be turned into a commercial strip.
Item two was to amend the Municipal Zoning Map to rezone approximately 0.40 acres
located on Reeder Avenue in Franklin Square from present zoning classification of R-4
(High Density Multifamily) to C-1 (Specialized Commercial). The request was made by
Chip Chorley. There were no comments in favor or against the rezoning request.
Mayor Cole closed the public hearing.
After a brief recess, Mayor Cole called the regular, rescheduled meeting to order.
Alderman Foraker gave the invocation and we said the pledge to the flag.
The minutes of April 22, 2002 regular meeting and minutes of May 2, 2002 called
meeting were approved as stated.
Public Forum - Mr. Bob Heller has purchased the Stringfellow Restaurant property on
Highway 51. He was inquiring when he could expect to get city water. City Manager
Neal Hunter stated that they are making plans to get water to that section on Highway 51.

Kim Hines who lives at 161 Brenda Drive would like to get her yard fixed around the
water meter. Public Works Superintendent Lynn Hughey will check on it.
Munford Cougar Baseball Team Alderman Sue Arthur gave a report concerning the
Munford High School baseball team. They have won in local tournament play are going
to the state tournament. Tomorrow, May 21, 2002 the team will travel to Chattanooga,
TN. where the state tournament will be held. Alderman Arthur is the grandmother of
Clint Arthur, one of the teams pitchers.

OLD BUSINESS
Ordinance _______________ An ordinance to amend the Regional Zoning Map to
rezone approximately 0.76 acres located at 4171 Campground Road from present zoning
classification of FAR (Forestry, Agriculture and Residential) to C (Commercial).
In considering comments from the public hearing and discussion from the board, there
was a motion by Alderman Crigger, seconded by Alderman Lloyd to table the rezoning
request pending clarification from the State Planner regarding non-conforming use.
Motion carried.
Ordinance 2002-05-01 An ordinance to amend the Municipal Zoning Map to rezone
approximately 0.40 acres located on Reeder Avenue, in Franklin Square from present
zoning classification of R-4 (High Density Multifamily) to C-1 (Specialized
Commercial). There was a motion by Alderman Foraker, seconded by Alderman Colin to
adopt Ordinance 2002-05-01 on the second and final reading. Motion carried.
Public Works Public Works Superintendent Lynn Hughey reported that 77 sewer
connections have been made to the Step System. Since the ground has dried from the
rain, there are two crews working on cleaning up sites where digging has taken place
during installation.
Public Safety Police Department - Alderman Foraker reported that Reserve Police
Officer Randy Belew has been recognized for his actions in a case resulting in an arrest
and conviction of a child exploitation investigation. Police Officer Danny Bridges has
successfully completed a specialized course in Basic S.W.A.T. Police Officer Gary Ezell
has successfully completed a specialized course in 12 ga., 37/40 mm Less Lethal
Munitions and Diversionary Devices. The classes were conducted by T.C.S.O. School
Resource Officer Sharon Hudson received a certificate of appreciation from Munford
High School for her contributions to MADD.
Public Safety Fire Department - Munford Fire Department reported 33 incidents from
April 14, 2002 to May 15, 2002.

NEW BUSINESS
Resolution 2002-05-02 A resolution to set minimum capitalization value policy at
$2,500.00. There was a motion by Alderman Foraker, seconded by Alderman Colin to
adopt Resolution 2002-05-02 on the first and final reading. Motion carried.
Ordinance _______________An ordinance to amend the 2001-2002 General Fund
Budget. There was a motion by Alderman Crigger, seconded by Alderman Lloyd
to adopt Ordinance _______________ on the first reading. Motion carried.
Public Works None.
Public Safety None.
General Welfare - Mayor Cole called a meeting for Thursday, May 30, 2002 at 6:30. The
purpose is to work on the Beer Ordinance. Mr. Ronnie Neil from MTAS is scheduled to
be at the meeting.
A work session for the General Welfare Committee is called for June 6, 2002 at 6:30.
The purpose is salaries and benefits.

Financial Report - There was a motion by Alderman Foraker, seconded by Alderman
Colin to approve financial report as presented. Motion carried.
Checks over $10,000.00 - There was a motion by Alderman Foraker, seconded by
Alderman Crigger to approve checks over $10,000.00. (See attached.) Motion carried.
Motion by Alderman Foraker to adjourn at 8:15 p.m.
