City of Munford – Board of Mayor and Aldermen – Public hearing and regular monthly meeting – Municipal building – Monday, April 28, 2003, 7:00 p.m.

Present: Mayor Dwayne Cole; Aldermen Sue Arthur, William “Bill” Lloyd, Jack Foraker, Johnny Crigger

Absent: Aldermen Ray Deneka and Terry Colin

A public hearing was called for the purpose of public input on annexation and rezoning of properties located from the present city limits extending to the Tipton/Shelby County line on the western right-of-way of U.S. Highway 51 South. Mayor Cole called the public hearing to order. Rev. Richard Clark, minister at First United Methodist Church gave the invocation. We said the pledge to the flag. Mayor Cole opened the floor for anyone to speak for or against the proposed annexation and rezoning.

William Joyner spoke on behalf of his aunt, Juanita Joyner, who owns property on Highway 51 South. He was against the annexation. Mrs. Joyner spoke up later and stated that they were satisfied with things as they are now. Gary Fodor had input concerning the Board following State Law on annexation. The public hearing was closed at 7:19 p.m.

Mayor Cole called the regular monthly meeting to order. The minutes of March 24, 2003 were approved as distributed.

Public Forum – Drainage in Reeder Subdivision - A group from Reeder Subdivision came to the Board requesting the city look into drainage problems. Mrs. Reva Prince who owns property at 5 Nancye Reeder Drive presented a sketch. On it was shown how her property backs up to Valentine Park. She stated that when it rains, the excess water and mud comes into her yard. Mr. Ed Cook who lives at 17 Nancye Reeder also spoke concerning this problem. Mayor Cole assured the group that the city was working to get this corrected.

Mr. Gary Fodor presented three items. The items and responses were: (1) Status of the Property Maintenance Ordinance- It is on the agenda for tonight. (2) Locking in natural gas prices - Mayor Cole stated that he felt the City Manager Neal Hunter does an excellent job on this. (3) Traffic flow at Super D at Highway 51 and McLaughlin Drive -This has been addressed by the State Planning office and the local Planning Commission. The traffic should flow much like it does at McDonald’s.

Old Business and Monthly Departmental Reports

ORDINANCE __2003-04-01__An ordinance to annex certain territory and incorporate the same within the corporate boundaries of the City of Munford, Tennessee: Properties along the western right-of-way of U.S. Highway 51 South extending to the Tipton/Shelby County line. There was a motion by Alderman Foraker, seconded by Alderman Arthur to adopt Ordinance __2003-04-01__ on the second and final reading with the exception of Parcels 14 and 15. These two parcels will be excluded from the ordinance. The reasoning is due to the fact that, the road which leads to these two parcels is in Shelby County. There was a question, in an emergency situation, if the police and fire departments would be able to get to the area. Motion carried on the second and final reading.

ORDINANCE __2003-04-02__ An ordinance to provide zoning services for certain territory within the corporate boundaries of the City of Munford, Tennessee: Tax Parcels 72, 72.01, 48, 3, 1.05 and 1.03 Tipton County Maps 127 and 144 and zone said properties R-1 (Low Density Residential); and Tax Parcels 24.03, 4, 24, 24.02, 29.1, 27.01,27, 27.02, 28, 29, 26, 26.01, 49, 12 and 13, Tipton County Tax Maps 144 and 145 and Zone C-2 (General Commercial). There was a motion by Alderman Foraker, seconded by Alderman Crigger, to adopt Ordinance __2003-04-02__ on the second and final reading. Motion carried.

Mayor Cole called for a two minute recess.

Mayor Cole called the meeting back to order.

Public Works – No report.

Public Safety – Alderman Foraker reported that the public safety committee met on March 31, 2003. During this meeting there was discussion concerning a “Skills Based Performance Compensation Program” for all departments and all employees. The committee discussed looking at cost of the classes and making them available. This would provide the employee the opportunity to learn more job skills and basically compensate them for more job skills.

Fire Department - See letter attached concerning re-powering the 1981 GMC fire truck.

General Welfare – No report.

Parks & Recreation – The annual Easter Egg Hunt was a big success. The Board wanted to thank everyone who volunteered and thank Mark Hayes, Naifeh’s Food Rite and Munford’s Own Video for donations. (See monthly report attached.)

New Business

May meeting - The regular monthly meeting of the Board of Mayor and Aldermen will be changed from Monday, May 26, 2003 to Tuesday, May 27, 2003. This change is due to Memorial Day.

Ordinance _______________ An ordinance to amend/replace the Munford Municipal Code, Title 13, Chapter 1, Property Maintenance Regulations and Chapter 2, Junkyards. There was a motion by Alderman Crigger, seconded by Alderman Foraker to adopt Ordinance _______________ on the first reading. Motion carried. (A public hearing will be held on Tuesday, May 27, 2003 at 7:00 p.m. on this ordinance.)

Training Session – A required training session for all elected officials, members of the Planning Commission and Board of Zoning Appeals will be held on Tuesday, May 13, 2003 at 6:30 p.m. in the Board Room.

Resolution __2003-04-03__ A resolution opposing the Tipton County Legislative body taking action on the zoning authority previously granted to the City of Munford, Tennessee. There was a motion by Alderman Crigger seconded by Alderman Lloyd to adopt Resolution __2003-04-03__ on the first and final reading. Motion carried. (A copy will be mailed to Tipton County Executive, Mr. Jeff Huffman.)

Public Works – The public works department will begin spraying for mosquitoes. This will be done once a month in conjunction with Tipton County. The city will use county equipment but will pay for the chemicals. Two employees have been trained to use the equipment.

Public Works Open House - The public works department hosted an open house on April 25, 2003 in the new gas service building.

Public Safety – No new business.

General Welfare – Alderman Foraker would like to see Jerry Hall receive longevity pay. No action was taken.

Parks & Recreation - No new business.

Financial reports - There was a motion by Alderman Crigger, seconded by Alderman Foraker to approve quarterly financial reports as presented. (See attached.) Motion carried.

Checks over $10,000.00 – There was a motion by Alderman Foraker, seconded by Alderman Lloyd to approve checks over $10,000.00. List is attached. Motion carried.

There was a motion by Alderman Foraker to adjourn at 8:25 p.m.
