City of Munford – Board of Mayor and Aldermen – Regular monthly meeting –
Municipal building – Monday, April 22, 2002, 7:00 p.m.

Present: Mayor Dwayne Cole; Aldermen Sue Arthur, William "Bill" Lloyd, Jack
Foraker, Johnny Crigger, Terry Colin

Absent: Alderman Ray Deneka

The first item was a public hearing for the following:

1- Adoption of an ordinance to amend the Municipal Zoning Ordinance of the City of
Munford by amending Article III, General Provisions by adding Section 48:
Requirement of a sign on property under consideration for rezoning.

Mr. Gary Fodor questioned if the sign was to be placed where it could be read from
the street. The board assured him that the ordinance requires the sign be visible
to pedestrians and motorists.

2- Adoption of an ordinance to amend the Regional Zoning Ordinance of the City of
Munford by amending Chapter III, General Provisions by adding Section 3.15:
Requirement of sign on property under consideration for rezoning.

No one spoke for or against the ordinance.

3- Adoption of an ordinance to amend the Municipal Zoning Map to rezone 9.97 acres
located south of McLaughlin Drive, west of Pritchett Avenue and north of Cottonwood

Drive from present zoning classification of R-4 (High Density Multifamily) to C-1
(Specialized Commercial).

No one spoke for or against the rezoning.

4- Adoption of an ordinance to amend the Municipal Zoning Map to rezone 4.96 acres
located north of Cottonwood Drive from present zoning classification of R-4
(High Density Multifamily) to C-2 (General Commercial).

No one spoke for or against the rezoning.

5- Adoption of an ordinance to amend the Municipal Zoning Map to rezone 2.77 acres
located south of Cottonwood Drive from present zoning classification of R-4
(High Density Multifamily) to C-2 (General Commercial).

No one spoke for or against the rezoning.

6- Adoption of an ordinance to amend the Municipal Zoning Map to rezone 3.91 acres
located south of McLaughlin Drive and east of Doctors Drive from present zoning
classification of R-3 (High Density Residential) to C-1 (Specialized Commercial).

7- Adoption of an ordinance adopting and enacting a codification and revision of the
ordinances of the City of Munford, Tennessee.

Public hearing was closed at 7:15 p.m.

Immediately following the public hearing, the regular monthly meeting was called to
order by Mayor Cole. Alderman Foraker gave the invocation and we said the pledge
to the flag. The minutes of March 25, 2002 were approved as corrected.

Mayor Cole recognized Mr. Clay Millican by proclaiming April 22, 2002 to be Clay
Millican Day in the City of Munford and presenting him with a resolution. Clay has
distinguished himself as one of the world’s best Top Fuel Dragster drivers by winning
the IHRA Top Fuel World Championship on 2001. He reset both ends of the IHRA Top
Fuel performance record last season by running quicker (4.601) seconds and faster
(323.58 mph) than any car in IHRA history. He was honored as the IHRA Driver of
the Year and the CompetitionPlus.com Professional Driver of the year of 2001.

Mayor Cole recognized Mr. David Boswell. Mr. Boswell recently purchased some
property on Campground Road and assumed it was zoned commercial. Since that time
he has been informed that it is zoned residential. He turned a rezoning petition
in to the Munford Planning Commission. The Planning Commission referred it the
city board.

Clementinas Italian Kitchen – Mr. Anthony Pretrangelo came before the board
representing Clementinas Italian Kitchen. Mr. Pretrangelo stated that they would
like to add beer to their menu and he would like the board to consider this issue.

Mayor Cole called a special meeting of the board for Thursday, May 2, 2002 at
7:00 p.m. in the boardroom. The purpose is to consider on site consumption of
beer.

Public Forum –

Mr. Gary Fodor spoke concerning the following: (1) Sub-standard work being conducted
by the public works department concerning proper maintenance and repair of streets.
(2) Sub-standard work around water meters with no attempt to smooth the dirt and
instances where the curb is broken by equipment and no attempt to repair or replace
it. (3) Sub-standard work being done with regard to placement of sewer lines in the
area. (4) Lack of enforcement for speeders in the Highlands Subdivision mostly on
weekends. (5) Small utility trailers being pulled through the subdivision not
having taillights hooked up.

OLD BUSINESS AND MONTHLY DEPARTMENTAL REPORTS:

Ordinance 2002-04-01 – An ordinance to amend the Municipal Zoning Ordinance of the
City of Munford, Tennessee by amending Article III, General Provisions by adding

There was a motion by Alderman Colin, seconded by Alderman Arthur to adopt
Ordinance 2002-04-01 on the second and final reading. Motion carried.

Ordinance 2002-04-02 – An ordinance to amend the Regional Zoning Ordinance of the

There was a motion by Alderman Crigger, seconded by Alderman Lloyd to adopt

Ordinance 2002-04-03 – An ordinance to amend the Municipal Zoning Map to rezone
9.97 acres located south of McLaughlin Drive, west of Pritchett Avenue and north of
Cottonwood Drive from present zoning classification of R-4 (High Density Multifamily)
to C-1 (Specialized Commercial). There was a motion by Alderman Foraker, seconded
by Alderman Crigger to adopt Ordinance 2002-04-03 on the second and final reading.
Motion carried.

Ordinance 2002-04-04 – An ordinance to amend the Municipal Zoning Map to rezone 4.96
acres located north of Cottonwood Drive from present zoning classification of R-4
(High Density Multifamily) to C-2 (General Commercial). There was a motion by
Alderman Arthur, seconded by Alderman Colin to adopt Ordinance 2002-04-04 on the
second and final reading. Motion carried.

Ordinance 2002-04-05 – An ordinance to amend the Municipal Zoning Map to rezone 2.77
acres located south of Cottonwood Drive from present zoning classification of R-4
(High Density Multifamily) to C-2 (General Commercial). There was a motion by
Alderman Foraker, seconded by Alderman Lloyd to adopt Ordinance 2002-04-05 on the
second and final reading. Motion carried.

Ordinance 2002-04-06 – An ordinance to amend the Municipal Zoning Map to rezone
3.91 acres located south of McLaughlin Drive and east of Doctors Drive from present
zoning classification of R-3 (High Density Residential) to C-1 (Specialized
Commercial). There was a motion by Alderman Colin, seconded by Alderman Crigger to
adopt Ordinance 2002-04-06 on the second and final reading. Motion carried.

Ordinance 2002-04-07 – An ordinance adopting and enacting a codification and revision
of the ordinances of the City of Munford, Tennessee. There was a motion by Alderman
Crigger, seconded by Alderman Foraker to adopt Ordinance 2002-04-07 on the second
and final reading. Motion carried.

Public Works – Progress is being made on the sewer step system construction project
due to improvement in the weather.

Alderman Crigger gave a brief report from the public works committee meeting that
was held on Thursday, April 11, 2002. His report is attached.

Public Safety – No report.

General Welfare – No report.

Parks & Recreation – The concession stand and restrooms at Valentine Park are being
constructed. (See report attached.)

NEW BUSINESS Ordinance _______________An ordinance to amend the Regional Zoning Map to rezone
approximately 0.76 acres located at 4171 Campground Road from present zoning
classification of FAR (Forestry, Agriculture and Residential) to C (Commercial).
There was a motion by Alderman Crigger, seconded by Alderman Foraker to adopt
Ordinance _______________ on the first reading. Motion carried.

Ordinance _______________An ordinance to amend the Municipal Zoning Map to rezone
approximately 0.40 acres located on Reeder Avenue in Franklin Square from present
zoning classification of R-4 (High Density Multifamily) to C-1 (Specialized
Commercial). There was a motion by Alderman Foraker, seconded by Alderman Lloyd to
adopt Ordinance ____________ on the first reading. Motion carried.

Meeting date - There was a motion by Alderman Crigger, seconded by Alderman Colin
to change the date of May 2002 regular board meeting from the fourth Monday to the
third Monday, May 20, 2002 due to Memorial Day. Motion carried.

Public Works - Resolution 2002-04-08 – A resolution authorizing the expenditure of
approximately $183,000.00 for the construction of an 8" natural gas line from
Highway 51 to the west side of the gas boundary at Campground Road. There was a
motion by Alderman Crigger, seconded by Alderman Arthur to adopt Resolution
2002-04-08 on the first and final reading. Motion carried.

An agreement between the City of Munford and Poplar Grove Utility District will be
signed concerning this 8 inch natural gas line.

Public Safety – Police - Alderman Foraker reported that the police department has
purchased a new computer.

Public Safety – Fire – Alderman Foraker also reported the fire department made 75
calls from mid March to mid April.

General Welfare – None.

Parks & Recreation – None.

Financial report - There was a motion by Alderman Foraker, seconded by Alderman Colin
to approve the nine month financial report and monthly financial report as
distributed. (See attached.) Motion carried.

Checks over $10,000.00 – There was a motion by Alderman Foraker, seconded by
Alderman Crigger to approve check over $10,000.00. (See attached.) Motion carried.

There was a motion by Alderman Foraker to adjourn at 8:35 p.m.
