City of Munford Board of Mayor and Aldermen – Regular monthly meeting – Municipal Building – Monday, March 24, 2003, 7:00 p.m.

Present: Mayor Dwayne Cole; Aldermen Ray Deneka, Sue Arthur, Bill Lloyd, Jack Foraker, Johnny Crigger, Terry Colin

Others present: See list attached.

Mayor Cole called the meeting to order and welcomed everyone; Alderman Foraker gave the invocation; we said the pledge to the flag. The minutes of February 24, 2003 regular meeting were approved as written.

Munford Elementary School 3rd Grade Students – The third grade had a project to make models of different buildings or areas of the city. Mayor Cole had each student involved to come forward, state their name and identify the model they had made. The models were of Munford Elementary School, Munford High School, the baseball field, football field, water tower, walking track and Munford City Hall. All the models were very good.

Raleigh DeMolay – Alderman Crigger introduced Ken Lee. Mr. Lee is the Raleigh DeMolay Chapter Dad. DeMolay is an international organization for young men from ages 12 to 21. The DeMolay program teaches leadership and communication skills. This chapter is made up of young men from Munford, Atoka, Drummonds, Raleigh and the surrounding areas. Robert “Bobby” Joseph Waldrop was called forward and presented the “Past Master Councilors Merit Service Award”. Claude Waldrop, Bobby’s dad, came forward and participated in the presentation.

Munford FFA - Mr. Bret Piatt had a group of Munford High School students to give a demonstration of Parliamentary Procedure. The students gave a very good demonstration.

OLD BUSINESS AND Monthly Departmental Reports

Salary Issue - There was a motion by Alderman Foraker, seconded by Alderman Lloyd to bring back to the floor, from last months meeting (02-24-03), the motion to give a three percent (3%) salary increase to all City of Munford employees retroactive from January 1, 2003. During discussion, Alderman Crigger made a motion to postpone the salary increase until the new fiscal year (07-01-03). Alderman Deneka seconded the motion. Mayor Cole called for a roll call vote on Alderman Crigger’s motion. He stated to vote yes meant to be in favor of the raise, but wait until 2003-2004 Budget. To vote no meant you would be against the raise. Roll call vote: Alderman Deneka, yes; Alderman Arthur, no; Alderman Lloyd, yes; Alderman Foraker, no; Alderman Crigger, yes; Alderman Colin, no; Mayor Cole, no. The motion failed.

The Mayor went back to the first motion by Alderman Foraker as stated above. Roll call vote: Alderman Colin, no; Alderman Crigger, yes; Alderman Foraker, yes; Alderman Lloyd, yes; Alderman Arthur, no; Alderman Deneka, no; Mayor Cole, no. The motion by Alderman Foraker, seconded by Alderman Lloyd to give all City of Munford employees a three percent (3%) salary increase retroactive from January 1, 2003, failed.

Planning Commission - See ordinances under new business concerning annexing to Shelby County line.

Public Works – New Gas Service Building - The new gas service building should be completed by the end of this week.

Public Safety – Police and Fire - See monthly reports attached.

General Welfare – None.

Parks and Recreation - Alderman Deneka reported that the city has advertised for bids on new construction of a restroom facility in Poplar Park. The bids were opened on March 13, 2003. Munford Youth Sports plan to contribute $10,000.00 to this project within the next twelve months.

There was a motion by Alderman Deneka, seconded by Alderman Crigger to accept the low bid from R L Coulston for $33,550.00. Motion carried.

NEW BUSINESS

Mayor Cole informed the Board and the public that plans were to call the 1973 USDA Bond Issue (formerly known as FHA) and the 1993 Water and Sewer Bond Issue. In calling these bonds and refinancing, the city will reduce the maturity date by five years, reduce the interest payments and save approximately $66,000.00.

Resolution 2003-03-01 – A resolution authorizing the issuance of not to exceed Five Hundred Twenty-Five Thousand Dollars ($525,000) in aggregate principal amount of Water and Sewer Revenue and Tax Refunding Bonds of the City of Munford, Tennessee; making provision for the issuance, sale and payment of said bonds; establishing the terms thereof and the disposition of proceeds therefrom; providing for the collection and disposition of revenues from the water and sewer system of the municipality and providing for the levy of tax for the payment of principal, of premium, if any, and interest on the bonds. There was a motion by Alderman Colin, seconded by Alderman Foraker to adopt Resolution 2003-03-01 on the first and final reading. Motion carried.

Resolution 2003-03-02 – A resolution adopting an Internal Emergency Operations Plan for the City of Munford, Tennessee. There was a motion by Alderman Foraker, seconded by Alderman Deneka to adopt Resolution 2003-03-02 on the first and final reading. Motion carried.

Ordinance ____________________ An ordinance to annex certain territory and incorporate same within the corporate boundaries of the City of Munford, Tennessee: properties along the western right-of-way of U.S. Highway 51 South extending to the Tipton/Shelby County line. There was a motion by Alderman Crigger, seconded by Alderman Deneka to adopt Ordinance ____________________ on the first reading. Motion carried.

Ordinance ____________________ An ordinance to provide zoning services for a certain territory within the corporate boundaries of the City of Munford, Tennessee: Tax Parcels 72, 72.01, 48, 3, 1.05, and 1.03 Tipton County Tax Maps 127 and 144 and to zone said properties R-1 (Low Density Residential); and tax parcels 24.03, 4, 24, 24.02, 29.1, 27.01, 27, 27.02, 28, 29, 26, 26.01, 49, 12, 13, 14 and 15, Tipton County Tax Maps 144 and 145 and to zone said properties C-2 (General Commercial). There was a motion by Alderman Colin, seconded by Alderman Arthur to adopt Ordinance _______________ on the first reading. Motion carried.

Resolution 2003-03-03 – A resolution adopting a plan of services for an area to be annexed into the City of Munford, Tennessee: An area referred to as properties along the western right-of-way of U.S. Highway 51 South extending to the Tipton/Shelby County line. There was a motion by Alderman Crigger, seconded by Alderman Foraker to adopt Resolution 2003-03-03 on the first and final reading. Motion carried.

Community Development Director - There was a motion by Alderman Colin, seconded by Alderman Deneka, to allow Mayor Cole to advertise and fill the position of Community Development Director. Motion carried.

Public Works – City Hall Expansion – The city has advertised for bids for city hall expansion. Bids are to be opened on Thursday, March 27, 2003.

There was a motion by Alderman Colin, seconded by Alderman Crigger, that the Public Works Committee be given the authority to award the contract for city hall expansion. Motion carried.

Public Works Committee Chairman Alderman Crigger plans to call a committee meeting to discuss meter reading.

Public Safety Committee Chairman Alderman Foraker plans to call a committee meeting concerning fire with Munford and Atoka.

General Welfare – Resolution 2003-03-04 – A resolution supporting President George W. Bush and our armed forces. There was a motion by Alderman Crigger, seconded by Alderman Foraker to adopt Resolution 2003-03-04 on the first and final reading. Motion carried.

Parks & Recreation – Mid-South Air Gunners Association - Alderman Deneka informed the Board that the City has signed a five year Land Use Agreement with the Mid-South Air Gunners Association. Members met for target practice on Saturday, March 22, 2003 at the Air Target Range in Valentine Park

Financial report - There was a motion by Alderman Foraker, seconded by Alderman Colin, to accept financial reports as presented. Motion carried. (See attached.)

Checks over $10,000.00 – There was a motion by Alderman Foraker, seconded by Alderman Lloyd to approve checks over $10,000.00. List attached. Motion carried.

There was a motion by Alderman Foraker to adjourn at 8:40 p.m.
