City of Munford Board of Mayor and Aldermen – Public hearing and regular monthly
meeting – Municipal building – Monday, January 28, 2002, 7:00 p.m.

Present: Mayor Dwayne Cole; Aldermen Ray Deneka, Sue Arthur, William "Bill" Lloyd,
Jack Foraker, Johnny Crigger, Terry Colin

Others present: See list attached.

A public hearing was called for the purpose of receiving input to a zoning map
amendment. The proposed zoning map amendment will rezone a tract of land north of
Campground Road and west of Hannah Marie Drive from R (Residential) to C
(Commercial). Mayor Cole called the public hearing to order.

The first person to speak was Wayne Grisham who lives at 223 Dessie Re Drive. He
stated that since it was not known what type business would be on the property, he was
against the rezoning.

Mayor Cole asked Dr. P. W. Reed, owner of the property, if he had any plans concerning
what type of business would be on the property. Dr. Reed said that possibly a real estate
office, video store or bookstore. He stated that he had no plans for anything big.

Several individuals who own property or who live in the area spoke against the rezoning
request. Mayor Cole closed the public hearing at 7:12 p.m.



Mayor Cole called the regular monthly meeting to order. Alderman Foraker gave the
invocation and we said the pledge to the flag. The minutes of December 17, 2001 were
approved as distributed.

Public forum –

Bill Haler, 4310 Marshall Road, spoke to the Board concerning the way the sewer step
system installation is being handled. He stated that his yard was left with trenches in it
and his fence and satellite dish have been damaged by workers. Mayor Cole assured him
that the city would get in touch with the general contractor concerning these matters.

Gary Fodor had two items of concern. (1) He would like the city to pass an ordinance to
keep people from parking large commercial vehicles such as school buses, etc. on the
street in subdivisions. (2) He would like the city to remove the asphalt in his subdivision
and have the paving completely reworked.

OLD BUSINESS AND MONTHLY DEPARTMENTAL REPORTS

Ordinance _______________ An ordinance amending the official Regional Zoning Map
of Munford, Tennessee to rezone property located north of Campground Road and west
of Hannah Marie Drive from R (Residential) to C (Commercial). There was a motion by
Alderman Arthur, seconded by Alderman Lloyd to deny the rezoning request to rezone
property located north of Campground Road and west of Hannah Marie Drive from R
(Residential) to C (Commercial) on the second and final reading. Motion carried.

Public Works – None.

Public Safety – None.

General Welfare – None.

Parks & Recreation – None.

NEW BUSINESS

Mayor Cole requested the Board approve Jennifer Poston to serve on the Municipal
Board of Zoning Appeals. The Board approved unanimously. This will be for a three
year term.

Public Works - Will meet with general contractor of sewer project to try to correct some
of the problems concerning installation.

Public Safety – Fire Department - Alderman Foraker reported on a committee meeting
held in January. The purpose was to discuss some long range plans specifically in the fire
department. They are looking into federal funding through grants and the National Fire
Administration. These grants could possibly help fund capital items such as a ladder
truck or firestation.

Awards - Alderman Foraker stated that in December 2001, Timmy Morris was awarded
"FIREFIGHTER OF THE YEAR" and that Debbie Barkelew was awarded "ROOKIE OF
THE YEAR".

Police Department - Alderman Foraker stated that due to budget restraints, there are times
when the city has only one officer on duty. He stressed his concern was not only for the
citizens of Munford but for the life and safety of the police officer.

Also, recently Bear Den One Cub Scouts visited the Munford Police Department. Lt
Alan Dieterlen, Sergeant Chuck Salayi and Patrolman Bert Zickefoose participated in
making this a fun time and a learning experience.

General Welfare - Alderman Crigger reported that the committee had met with MTAS
Consultant Ronnie Neill on updating the Munford Municipal Code. Alderman Crigger
stated that he had spoken with Police Chief Jim Harger and City Judge Jeff Stimpson and
they have indicated that they would like to, sometime in the near future, sit down with
the appropriate MTAS Representative and the police committee or public safety
committee and update the code at it pertains to those particular departments.

Financial report - There was a motion by Alderman Foraker, seconded by
Alderman
Colin to accept financial reports as submitted. (Monthly and six month report.) Motion
carried.

Checks over $10,000.00 – There was a motion by Alderman Foraker, seconded by
Alderman Colin to approve checks over $10,000.00. (See list attached.) Motion carried.

Motion by Alderman Foraker to adjourn at 7:45 p.m.
